PERTE for decarbonization of the manufacturing industry, in its first call
PERTE lines of action for decarbonization of the manufacturing industry in its first call. On December 28, the Ministry of Industry and Tourism published the first call for PERTE for Manufacturing Industry corresponding to the comprehensive line of action for the industrial decarbonization.
This call is endowed with 1,000 million euros, of which 500 million correspond to subsidies, and another 500 million to loans. State or private companies that carry out industrial activities and that execute projects that decarbonize the manufacturing industry may be beneficiaries.
These companies may present themselves individually or in groups with other industrial companies, as well as knowledge providers or energy service companies that contribute to the decarbonization of the manufacturing industries.
PERTE lines of action for decarbonization of the manufacturing industry
- DECARBONIZATION OF ENERGY SOURCES. Through the electrification of processes, the incorporation of hydrogen and the replacement of fossil fuels with renewable fuels, the use of renewable energy for self-consumption, and the use of renewable heat.
- COMPREHENSIVE ENERGY MANAGEMENT OF INDUSTRIAL PROCESSES. This line provides for the recovery of heat in production processes, the energy use of secondary flows (for example process gases) and the substantial improvement of energy efficiency.
- CAPTURE, STORAGE AND USE OF CARBON. The measure contemplates that the captured carbon must have a clear use in the same facility or in another industrial facility.
- DECARBONIZATION BY REDUCTION OF NATURAL RESOURCES. Through the use of secondary raw materials, eco-design of products, use of waste by-products and recovery of waste to replace fossil fuels, in order to achieve an improvement in the circular economy.
- R&D&i. Research, development and innovation that allows promoting the decarbonization of facilities.
The deadline for submitting applications will be between January 24, 2024 and April 17, 2024.
The investments in decarbonization of the manufacturing industry promoted through this PERTE will increase the competitiveness of the sector by around 10% and will mean the creation of about 8,000 jobs. In addition, it foresees a reduction in emissions that could reach more than 13 million tons of CO2 per year.
As a whole, the PERTE for Industrial Decarbonization foresees a public investment of 3,170 million euros that will make it possible to mobilize up to 11,800 million euros of total investment.
PERTE objectives
- Decarbonization of production processes to strengthen the viability of industries in the medium and long term.
- Improve energy efficiency, by incorporating the best available technologies into industries and implementing energy management systems.
- Improve the competitiveness of the industrial sector. The manufacturing industry will have to face important emissions reduction challenges and, to remain competitive, it will be essential to support investments in decarbonization
- Promote energy security in Spain. Industrial activity is responsible for 30% of natural gas consumption (59% if electricity generation is excluded), so reducing this consumption will be essential to guarantee energy security.
- Promote the use of renewable energies. Thus, it will be possible to reduce emissions while contributing to reducing dependence on fossil fuels.
- Promote the improvement of the environment, by supporting the use of by-products and the recovery of waste to integrate them into other processes, reducing the environmental impact of products throughout their life cycle.
- Creation of high added value employment. The decarbonization of the industry will be accompanied by greater training of professionals, who will have the necessary skills to implement less polluting technologies.

According to data from the Ministry of Industry and Tourism, industry is the second sector that contributes the most to the Spanish economy, behind services. It represents 15.4% of GDP, with an added value of more than 18,500 million euros in 2021.
